All dollar-denominated amounts in this proposal refer to USDm unless explicitly stated otherwise. The approximately $39,000 value assigned to 600,000 CELO in the source budget is an indicative value as of 15 July 2026; the authorization is for the token amount, not a fixed USD value.
This CGP authorizes Prezenti to continue Celo's direct-grants program through Season 3 without receiving any new funds from the Celo Community Treasury and without using any of the redeployed funds for overhead.
The proposal authorizes two actions:
From the resulting funds already held by Prezenti:
Relative to returning the partnership funds and then requesting an equivalent amount back from the Community Treasury, this structure avoids a circular transfer and another large CELO conversion. It does not authorize any new Community Treasury disbursement.
All outstanding Season 1 and Season 2 grant obligations remain fully funded in their existing safes and are unaffected.
Prezenti operates Celo's direct-grants program, providing an open route for smaller teams while also administering sourced grants for strategically aligned builders.
Season 2 showed that disciplined selection produced better outcomes than deploying capital simply to exhaust a budget. Prezenti therefore retained its traction and technical-quality thresholds even where this resulted in substantial uncommitted capacity.
Season 2 produced:
Three lessons inform the Season 3 design:
The open application route remains available because it is an important ecosystem entry point and a source of information about emerging builder demand. At the same time, the program gives greater weight to active sourcing where two seasons of evidence show that qualified traction-stage teams rarely arrive through open forms alone.
| Program | Allocation | Design |
|---|---|---|
| Boost | 70,000 USDm | Invite-only and sourced through Celo Core Co DevRel and Growth. Prezenti contracts and administers grants. Expected grant size: 3,000–5,000 USDm, supporting approximately 15 grants. |
| Frontier | 45,000 USDm | Open, rolling applications for AI and agent-economy infrastructure. Grants are capped at 15,000 USDm, supporting approximately three grants from the committed allocation. |
| Anchor | 50,000 USDm | Sourced-first traction-stage funding, with the open application form remaining available. Expected to support approximately two grants of around 25,000 USDm. |
| Builder Sponsorship Trial | 7,000 USDm | Four-month trial supporting five individual builders with AI development tools and a flexible allowance. |
| Total committed allocation | 172,000 USDm | Three direct-grant pools plus the sponsorship trial. |
| Reserve | 107,274 USDm + 600,000 CELO | Restricted standing capacity that may be deployed only for the purposes described below. |
Pool allocations may be adjusted within the total committed allocation if qualified demand differs from expectations. Any use of the reserve is governed by the separate reserve authorization below.
Boost continues its existing operating model:
The Season 1 carryover that funded Boost through Season 2 is effectively exhausted, with 3,011 USDm remaining. Season 3 therefore restores Boost to a 70,000 USDm committed allocation using funds already held by Prezenti.
Frontier retains its Season 2 scope:
Eligibility remains focused on demonstrable Celo activity, including Celo mainnet deployment, ERC-8004 registration, Self Protocol Agent ID, and verifiable on-chain activity where applicable.
Season 3 Frontier grants are capped at 15,000 USDm. This reflects the Season 2 conclusion that Frontier should support more teams at smaller individual grant sizes while maintaining a high technical bar.
Anchor remains focused on teams with verifiable usage and a credible path to meaningful transaction volume or TVL on Celo.
The target profile remains approximately 10,000–100,000 estimated daily transactions at the initial traction stage. The team will not fund transaction-count gaming, unverifiable traction, or applicants that cannot explain how their work contributes to real transactions, usage, or TVL.
Larger traction-stage opportunities may be considered from the reserve on a case-by-case basis.
The reserve consists of 107,274 USDm and 600,000 CELO and remains in the Prezenti Master and Partnership safes until deployed or returned.
The reserve may be used only to:
Each reserve deployment must be reported publicly with:
These reports may be published post-hoc and do not require a separate forum vote, because approval of this CGP constitutes authorization to manage the reserve within the limits above.
The 600,000 CELO will remain unconverted unless deployed. Where conversion is required, it will be executed in smaller Mento tranches and reported publicly.
Any reserve remaining when Prezenti's mandate ends, or if the program does not continue beyond Season 3, must be returned to the Celo Community Treasury after all existing obligations are completed.
Grant terms remain unchanged:
Open applications are hosted through:
| Item | Per recipient | Five recipients |
|---|---|---|
| Claude Max 20x and ChatGPT Pro subscriptions for four months | 1,200 USDm | 6,000 USDm |
| Flexible allowance, reimbursed against monthly receipts | 200 USDm | 1,000 USDm |
| Total | 1,400 USDm | 7,000 USDm |
Any subsidy or free access obtained through Anthropic, OpenAI, or another provider reduces the amount spent and returns the difference to the reserve.
Recipients must:
Where a project has on-chain revenue or a token on Celo, the give-back will be routed through a public 0xSplits contract naming Prezenti and the Celo Community Fund (0xD533Ca259b330c7A88f74E000a3FaEa2d63B7972). Where this is not technically applicable, the pledge is a public, governance-recognized good-faith commitment rather than an equity or token-warrant arrangement.
Selection will use:
Raw commit counts will not be treated as a sufficient signal. A short build plan will be collected as a delivery guide but will not be a scored selection factor.

Outstanding Season 1 and Season 2 grant obligations total 114,750 USDm:

Prezenti's Admin Safe holds 116,272 USDm to fund operations through the planned July 2027 close. That balance is separate from this proposal. No funds redeployed under this CGP may be used for overhead.

Prezenti's team remains unchanged from Seasons 1 and 2.
Multisig signers:
Prezenti will continue to work with Celo Core Co as a strategic grants partner.
If Season 3 does not proceed, or if no further mandate follows it, Prezenti will:
No Celo Governance transactions.
This is a signaling and authorization proposal. If it passes, the Prezenti 2-of-3 multisig will execute the internal safe transfers and accounting reallocations described above. Celo Governance will not transfer CELO, USDm, or any other asset to Prezenti through this proposal.
See mainnet.json. It contains an empty array because this CGP executes no on-chain Governance transactions.

This CGP gives Prezenti discretion to deploy the reserve without a separate vote. This creates allocation and concentration risk. The authorization is limited to three stated purposes and is mitigated by public reporting of every deployment, public multisig logs, and a requirement to return unused funds when Prezenti's mandate ends.
Funded projects may fail to deliver or may not generate the expected ecosystem impact. Prezenti mitigates this through contracts, KYC, milestone-based 20%/80% payments, verifiable eligibility requirements, and a demonstrated willingness not to lower its funding bar merely to deploy capital.
The value of the 600,000 CELO reserve may fluctuate, and conversion may experience slippage or liquidity constraints. No conversion is planned unless the reserve is deployed. Any required conversion will be split into smaller Mento tranches and reported publicly.
Funds remain under a 2-of-3 Prezenti multisig. Compromise, loss of signer access, or signer coordination failure could delay or endanger fund administration. This is mitigated by the established signer set, separation across safes, and continuous public transaction logs.
Where an on-chain revenue split is not technically applicable, the sponsorship give-back is a public good-faith pledge rather than a legally enforceable equity or token claim. The trial's primary measurable obligations are therefore the Celo contribution, monthly reporting, receipt-backed reimbursement, and cohort KPIs.
Season 3 grant funds cannot be used for operations. Prezenti relies on the existing Admin Safe to operate through the planned close. If those operational resources become insufficient, the program may need to stop accepting grants and enter the stated wind-down process rather than diverting grant or reserve funds to overhead.
